INVITATION TO TENDER IN THE RURAL WATER SUPPLY AND SANITATION PROJECT (RWSSP) COMPONENT OF THE NIGER DELTA SUPPORT PROGRAMME (NDSP)
The Bayelsa State Rural Water Supply and Sanitation Agency (RUWASSA), in collaboration with the European Union and UNICEF, under the Rural Water Supply and Sanitation Project (RWSSP) of the Niger Delta Support Programme (NDSP), intends to construct water and sanitation facilities in rural communities and Educational /Health Institutions in the focal Local Government Area of Brass and Kolokuma/Opokuma of Bayelsa State.
2.0 SCOPE OF WORK
• Construction and Installation of 17 nos. Automated Iron Removing Treatment Systems in 11 drilled Solar Powered Boreholes and 6 rehabilitated Solar Powered Boreholes in Brass and Kolokuma/Opokuma LGAs of Bayelsa State.
• Rehabilitation of 6 Solar Powered Boreholes (1 in Brass and 5 in Kolokuma/Opokuma LGAs).
• Construction of 3 new Solar Powered Boreholes (2 in Brass and 1 in Kolokuma/Opokuma LGAs).
• Construction of 4 unit of 3-Compartment Pour Flush Latrines in 2 Schools in Brass LGA.
• Demolition and Construction of 2 units of 3-Compartment Pour Flush Latrines in 1 School in Kolokuma/Opokuma LGA.
3.0 MANDATORY REQUIREMENTS
Companies interested in the project are to submit Company Profiles which must contain the following:
a. Evidence of Registration with the Corporate Affairs Commission (CAC);
b. Current Tax Clearance Certificate;
c. Evidence of Registration with the State Due Process Office as a Contractor/Supplier;
d. Company’s audited financial account (indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants;
e. Company’s profile, organogram and resume of relevant key technical staff, including individual attestation of availability, include copies of professional certificates with seal and endorsement;
f. Evidence of financial capability from a reputable commercial Bank(s);
g. Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the past three (3) years, indicating the financial value of these similar projects;
h. Description and list of relevant equipment owned/possessed by contractor/supplier; include proof of ownership or lease or license over the equipment;
i. Any additional information that will enhance the potential of the contractor/supplier;
j. Evidence of payment of Tender Fee.
4.0 SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILES
Interested eligible contractors are to collect bidding documents from RUWASSA office address below, upon presentation of bank teller for payment of tender fee of 20,000.00 into the following RUWASSA bank account, 1014948272, Zenith Bank.
Completed tender documents and company profiles, which shall be in 5 copies (One original and 4 Copies) with soft copies in a DVD (containing excel copy of the completed BOQ and PDF copies of other bid documents) are to be submitted in a sealed envelope marked with the company’s bid invitation number at the top left-hand corner, and addressed to: The Acting Programme Manager, Bayelsa State Rural Water Supply and Sanitation Agency (RUWASSA), Ministry of Water Resources, Water Board Complex along Isaac Boro Express Road, Opposite Okaka Estate, Yenagoa, Bayelsa State.
Collection of tender documents shall commence from Friday 25th July, 2018 to 17th of August, 2018 between 9:00am to 4:00pm, Mondays to Fridays, except on public holidays. Bid opening shall follow immediately after the submission deadline at BYS-RUWASSA OFFICE.
There will be a MANDATORY pre-bid information meeting for all intending bidders on 1st of August, 2018 by 11:00am at RUWASSA Office. No late bids shall be accepted after the closure of bids by 12 noon, 17th of August, 2018. The representatives of the bidders and the general public are invited to witness the public opening of bids on the 17th of August, 2018. There shall be a verification of the information submitted by bidders, including their sites or offices, after the bid evaluation. Bidders, by submitting their bids, thereby grant consent for the verification of their submitted information at the time appointed.

All expenses incurred in preparing “Invitation to Tender” response and all expenses otherwise associated with “Invitation to Tender” responses shall be borne solely by the prospective contractor.
