REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR 2018 CONSULTANCY PROJECTS: BATCH 2
The Nigerian Electricity Regulatory Commission (NERC) was established by the ESPR Act, 2005 to create, promote, and preserve efficient industry and market structures and to ensure the optimal utilization of resources for the provision of electricity services in Nigeria.
The Commission wishes to invite experienced and Consultant to submit EOI for its second batch of 2018 Consultancies as stated below:
2.0 SCOPE OF SERVICE
PROJECTS DESCRIPTION: Audit of NERC Gratuity Fund
SCOPE OF SERVICES TO BE RENDERED: The objective of this exercise is to undertake statutory annual audit of the Commission’s gratuity fund as require by PENCOM and section 13 of the Gratuity Fund Trust Deed
SPECIFIC CRITERIA QUALIFICATION:
(i) The successful firm must be accredited by the Auditors General of the Federation, and
(ii) (ii) Must also possess five (5) year-experience in auditing Gratuity Funds
PROJECTS DESCRIPTION: Engagement of Building Maintenance and Operations Manager
SCOPE OF SERVICES TO BE RENDERED: The maintenance and operations manager shall deliver comprehensive, preventive and predictive maintenance services, remedial repair services and equipment/property inspections with a view to ensuring that water supply/plumbing, electrical and mechanical equipment, components and systems operate as intended and in compliance with manufacturer’s recommendations and industry best practices.
The contractor’s scope of responsibilities shall include the following services categories:
(i) Water supply and plumbing;
(ii) Electrical works;
(iii) Mechanical works for the building and;
(iv) Coordination of existing service providers that have been directly engaged by Commission e.g. security services, clearing services, and other providers to be engaged from time to time.
SPECIFIC CRITERIA QUALIFICATION:
(i) Firm should have experience in managing state-of-the-art, high-rise buildings.
(ii) The firm must have full time, service specific, ad-hoc staff processing specialized skills and expertise.
3.0 GENERAL ELIGIBILITY REQUIREMENTS
Interested and reputable Firms should submit two (2) bound EOI documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including CAC2 and CAC7.
b) Evidence of Firm’s Tax Clearance Certificates for the last three years valid till 31st December, 2018.
c) Evidence of current Pension compliance Certificate valid till 31st December, 2018.
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f) Evidence of up-to-date registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by Bureau of Public Procurement (BPP).
g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Electricity Regulatory Commission or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars and that the company is not in receivership or about to be in receivership or not a replacement for a hitherto tax defaulting company.
h) Company’s Audited Accounts for the last three years (2015, 2016 & 2017).
i) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j) Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional qualifications.
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects.
l) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing amongst others the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (GSM) and e-mail address. The letterhead paper must bear the names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS
Interested Firms are to submit two (2) bound copies Expression of Interest (EoI) documents separately by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box located at the Commission’s Registry on the Ground Floor not later than 12 noon on Monday 6th August, 2018.
5.0 OPENING OF EXPRESSION OF INTEREST DOCUMENTS
The EOI documents will be opened immediately after the deadline for submission at 12 noon on Monday 6th August, 2018 in the Commission’s hearing Room Wing B, 4th Floor, Plot No. 1387, Cadastral Zone, A00, Central Business District, Abuja in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the Commission’s Registry on the Ground Floor, as the Nigerian Electricity Regulatory Commission will not be held liable for misplaced or wrongly submitted bids. 6.0 GENERAL INFORMATION
• EOI must be in English language and signed by an official authorized by the bidder.
• EOI submitted after the deadline for submission will be returned unopened.
• Bidders should not express interest for more than two (2) Lots;
• All costs will be borne by the bidders.
• All shortlisted Firms will be contacted at a later date for collection of Request for Proposals (RFPs).
• The Commission is not bound to shortlist any consultant and reserves the right to annul the selection process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
