INVITATION TO TENDER FOR GOODS & WORKS AND EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES FOR THE EXECUTION OF 2018 APPROPRIATION
The Federal Government of Nigeria has allocated funds to the Federal Ministry of Education Headquarters, in the 2018 Appropriation for the formulation of policies and execution of Programmes and Projects towards achieving the mandate of the Ministry. Accordingly, the Ministry wishes to invite reputable Contractors and Consultants with proven competence and experience to submit tenders and EOI for the execution of the following projects.
2.1 CATEGORY A (WORKS)
LOT W1: Provision of Security Infrastructure in Federal Unity Colleges (FUCs)

LOT W2: Renovation and Furnishing of Classrooms in a selected School in Esan North East/South East Federal Constituency
LOT W3: Construction of Classrooms in Kaiama and Baruten LGA, Kwara State
2.2 CATEGORY B (GOODS)
LOT G1: Purchase of ICT Equipments
LOT G2: Supply of Exercise Books in Anambra, Kano and Kaduna States
LOT G3: Supply of Exercise of Books in Kano and Kaduna States
2.3 CATEGORY C (CONSULTANCY)
LOT C1: Training of Teachers in Anambra, Kano and Kaduna States
LOT C2: Training of Teachers in Kano and Kaduna States
LOT C3: Engagement of Insurance Underwriters & Brokers/Risk Management
3. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement:
a. Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 or Form CAC 1.1;
b. Evidence of Company Income’s Tax Clearance for the past three years valid till 31st December, 2018; with minimum average turnover of N20 Million.
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f. Evidence of Registration of the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 1/1/2019 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not (a) Any officer of the relevant committees of Michael Imoudu National Institute for Labour Studies or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. (b) Any Director of the company has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter.
h. Company’s Audited Accounts for the last three (3) years (i.e. 2015, 2016 & 2017).
i. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, CORBON, etc.) for Works.
k. Verifiable documentary evidence of at least three (3) similar jobs done within the last five (5) years including letters of awards, job completion certificates, valuation certificates and photographs of ongoing projects.
l. For Joint Venture/Partnership, Memorandum of Understanding should be provided (all eligibility requirements are compulsory for each JV partner).
m. List of equipment with proof of ownership/lease (for Works).
n. Please note only Original Equipment Manufacturers (OEM) are eligible to bid for Lot G1.
o. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing amongst others the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (GSM) and e-mail address. The letterhead paper must bear the names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company.
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Assistant Director (Procurement) Room 3.17 Podium L, 3rd Floor on evidence of payment of a non-refundable fee of Ten Thousand Naira (N10,000.00) only per Lot, paid into Ministry of Education Headquarters’ Remita account in any commercial bank.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidder are to submit bid for each of the Lot desired, two (2) hard copies each of technical and financial bids with soft copy of financial bid in MS Excel format packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelope together in a bigger sealed envelope and addressed to the Permanent Secretary, Federal Ministry of Education Hqtrs. and clearly marked with (the name of the project and Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Assistant Director Office (Procurement) Room 2.17 Podium L, 3rd Floor not later than 12 noon Date: Wednesday, 5th September, 2018.
Interested Firms are to submit two (2) bound copies of Expression of Interest (EOI) documents, separated by dividers. The documents should be submitted in a sealed envelope and addressed to the Permanent Secretary, Federal Ministry of Education Hqtrs. and clearly marked with the name of the project and Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of Bidder and should be deposited in the Tender Box at the address above, not later than 12:00 noon on Wednesday, 8th August, 2018.
6. OPENING OF BID
The Technical Bids will be opened immediately after the deadline for submission on 12 noon Date: Wednesday, 5th September, 2018 at the Ministry’s Conference Hall 2nd Floor in the presence of bidders or their representatives while the financial bids will be kept un-opened.
Please, ensure that you sign the Bid Submission Register in the Assistant Director Office (Procurement) Room 3.17 Podium L, 3rd Floor as Federal Ministry of Education Headquarters will not be held liable for misplaced or wrongly submitted bids for further enquiries, please contact Assistant Director (Procurement) on e-mail: [email protected]
Expression of Interest (EoI) documents will be opened immediately after the deadline for the submission by 12 noon on Wednesday, 8th August, 2018, at the Ministry’s Conference Hall 2nd Floor in the presence of Bidders or their representatives. Please ensure you sign the bid submission register at the address stated above, as the Ministry will not be held liable for misplaced or wrongly submitted bids.
7. GENERAL INFORMATION
a. Bid must be in English Language and signed by an official authorized by the bidder;
b. Bid submitted after the deadline for submission would be returned un-opened;
c. Bidders may bid for many Lots as they desire but will not be awarded more than two (2) Lots;
d. All costs will be borne by the bidders;
e. All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened; and
f. The Federal Ministry of Education Headquarters is not bound to pre-qualify any bidder and reserves the right for goods cause to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
