EXPRESSION OF INTEREST (EOI)
1.0 INTRODUCTION
The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transportation in compliance with the Public Procurement Act (PPA) 2007, invites reputable Contractors/Firms/Companies with proven track records to express interest for the under-listed projects subject to the approval of Agency’s 2018 Budget by the National Assembly.
PROJECT TITLE: EXPRESSION OF INTEREST
LOT – 1 PROVISION OF STANDARD SECURITY POLICY, STANDARD OPERATING PROCEDURE, PERIODIC SECURITY AND INCIDENT REPORT
LOT – 2 PROVISION OF AGENCY-WIDE INTERNET CONNECTIVITY SERVICES

LOT – 3 CONSULTANCY FOR SHIP REGISTRY DOMICILIATION AND IMPLEMENT SOLUTION
LOT – 4 PROCUREMENT AND INSTALLATION OF PERMANENT MARKERS ON IDENTIFIED ABANDONED OFFSHORE PLATFORMS AND STRUCTURES IN NIGERIA WATERS, WESTERN ZONE.
LOT – 5 PROCUREMENT AND INSTALLATION OF PERMANENT MARKERS ON IDENTIFIED ABANDONED OFFSHORE PLATFORMS AND STRUCTURES IN NIGERIA WATERS, EASTERN ZONE.
LOT – 6 PROCUREMENT AND INSTALLATION OF PERMANENT MARKERS ON IDENTIFIED ABANDONED OFFSHORE PLATFORMS AND STRUCTURES IN NIGERIA WATERS, CENTRAL ZONE.
LOT – 7 CONSTRUCTION OF SEARCH AND RESCUE JETTY & CLINIC AT OPOBO, RIVERS STATE
2.0 GENERAL REQUIREMENTS
Prospective bidders are required to submit the following documents:
i. Detailed Company Profile stating current office address, e-mail and telephones.
ii. Certificate of Incorporation with Corporate Affairs Commission (CAC) including Certified True Copy of Form CAC7 and CAC 2.1
iii. Evidence of company’s Automated Tax Clearance Certificate for the last three years (2015, 2016 & 2017) valid till 31st December, 2018.
iv. Evidence of current Pension Compliance Certificate valid till 31st December, 2018.
v. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
vi. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of valid Interim Registration Report (IRR) expiring 01/1/2019 or valid Certificate issued by the Bureau of Public Procurement (BPP).
vii. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
viii. A sworn affidavit disclosing whether or not any officer of the relevant committees Nigerian Maritime Administration and Safety Agency (NIMASA) or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
That none of the company’s director has been convicted in any law court for any criminal offence including fraud and financial impropriety; and
That the company is not in receivership, bankrupt or insolvent.
ix. Audited annual financial report of the company for the last three years (2015, 2016 & 2017) prospective companies must have minimum annual turnover of 50 Million Naira.
3.0 ADDITIONAL REQUIREMENTS
I. Proof of Technical and operational capability showing number of years in similar and/or particular assignment by providing documentary evidence of at least three (3) similar jobs successfully executed/on-going within the last five (5) years (e.g. Letter of Award, Job completion certificate etc.);
II. Evidence of accreditation/registration with relevant professional body;
III. List of Company’s personnel to be assigned to the project with photocopies of their professional certificates;
IV. Company’s Health, Safety and Environment (HSE) policy.
V. Pre-qualified companies for Lot 4 will be invited for technical presentation/demonstration.
4.0 DOCUMENTS SUBMISSION
All proposals with supporting documents (original and duplicate) neatly packaged in sealed envelope, stating Expression of Interest/Invitation for Pre-qualification, shall be submitted on or before the closing date of Tuesday, 7th August, 2018 by 11:00am to the office of Head Procurement. Submission on the last day should do so before 11am. All bids shall be opened immediately after the closing time at NIMASA Head Office, No.4 Burma Road, Apapa, Lagos. Late submission will be returned un-opened.
Qualified bidders shall be contacted to further submit Technical and Financial Bid for public opening at a later date.
Tenderers or their representatives, Relevant Professional Bodies and Non-Governmental Organization (NGOs) are invited to witness the bid opening exercise and shall register their presence by signing the attendance register of the bid opening.
5.0 SUBMISSION OF TECHNICAL AND FINANCIAL BIDS

NOTATION
i. The document should be arranged in the order listed at 2.0 & 3.0 and above and clearly separated by dividers;
ii. Failure to submit all the general requirement documents stated above may lead to the disqualification of the Bid;
iii. Note that payment of Tender fee is not required at this stage;
iv. All CAC, VAT, PENCOM, ITF, NSITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), National Pension Commission (PENCOM) and other relevant bodies for verification;
v. This notice shall not be construed to be a commitment on the part of the Nigerian Administration Maritime and Safety Agency to award any form of these contract to any respondent nor shall it entitle any Company/Firm submitting documents to claim any indemnity from the Agency;
vi. Bid document shall be submitted in person and not through post. Any bid submitted through post shall not be accepted;
vii. Bidders shall be responsible for all costs in preparation and submission of Bid.
viii. Bidders are advised to read this solicitation carefully as failure to follow instructions may lead to rejection of bid; and
ix. Lot 4 will require technical presentation/demonstration;
x. These projects shall be awarded subject to the approval of Agency’s 2018 Budget by the National Assembly.
