NATIONAL HUMAN RIGHTS COMMISSION
INVITATION TO PREQUALIFICATION FOR THE 2018 CAPITAL PROJECTS, INTERVENTION/CONSTITUENCY PROJECTS OF THE COMMISSION
The National Human Rights Commission (NHRC) shall undertake the procurement of various Goods, Works and Services including Intervention/Constituency Projects of the Federal Government of Nigeria as approved in the 2018 Appropriation Act.
2.0 In compliance with the Public Procurement Act 2007, the NHRC therefore invites interested contractors with both foreign and local relevant experience and good track record to submit pre-qualification documents for contracts in the under-listed areas:
A. Human Rights Advocacy & Sensitization
B. Protection and Human Rights Promotion
C. Economic and Human Rights Empowerment
D. Children and Youth Education Right
E. Human Rights Training Research and Development
F. Construction Works and Provision of Borehole
3.0 MANDATORY REQUIREMENTS WITHOUT WHICH A BIDDER SHALL BE DISQUALIFIED
Prospective bidders are required to submit the following documents:
i. Certificate of Incorporation/Evidence of Registration with the Corporate Affairs Commission (CAC) Memorandum and Article of Association.
ii. Current Pension Certificate from PENCOM.
iii. Evidence of Tax Clearance Certificate for the last three years (2015, 2016 & 2017) corresponding to declared turnover.
iv. Evidence of VAT Registration with TIN and past remittance for the last three years (2015, 2016 & 2017).
v. Evidence of Compliance Certificate in line with the provision of Section 6 (1) (3) of the amended Industrial Training Fund (ITF) Act No.19 of 2011.
vi. Evidence of Contribution/Remittance of 1% of Annual Total Emolument accrued to members of staff of the company payable to ITF.
vii. Evidence of Registration on the Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by BPP in line with the provision of Section 5 (h) of the PPA, 2007.
4.0 OTHER REQUIREMENTS
i. Company Audited Account prepared by a reputable Chartered Accounting Firm for the last three years (2015, 2016 & 2017).
ii. Evidence of Technical Capability.
iii. Verifiable list of similar jobs successfully executed in the last three years including letters of award and job completion certificate (please provide contact addresses of the clients who may be contacted for reference).
iv. Evidence of Financial Capability to execute the Projects.
v. Company Profile and Technical qualification/Curriculum Vitae of key personnel with evidence of experience on similar consultancy jobs.
vi. A sworn affidavit that none of the Directors or Consultants have been convicted in any court or any criminal offences and
vii. A sworn affidavit confirming that all information presented and attached are true and correct of the company and that no officer of the Commission is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
5.0 SUBMISSION OF TENDER DOCUMENTS
i. Interested contractors should submit their documents enclosed in a sealed tamper proof envelope addressed as follows:

ii. The assessment of pre-qualification will be in form of scores allocated to the above conditions and only those pre-qualified will be allowed to tender. All contractors should include valid email address and phone numbers on which they can be contacted. Names of pre-qualified contractors will be placed on the Commission’s notice board, website and text messages to their respective addressed.
iii. Closing time for all submissions is on or before Friday, 17th August, 2018 at 12:00 pm prompt. Late submissions shall not be entertained. All pre-qualification submissions will be opened on the same date, Friday, 17th August, 2018 at 2:00pm.
All contractors who have satisfied pre-qualification conditions will be allowed to bid upon payment of a non-refundable tender fee of N10,000.00 only. The bid documents are obtainable at National Human Rights Commission, 4th Floor, Room 318, 19 Aguiyi Ironsi Street, Maitama, Abuja and the date of bid opening will be contained in the bid documents.
7.0 SPECIAL NOTICE
This publication is not invitation to tender but only successful pre-qualified companies would be required to tender for the projects.
Nothing in this advertisement shall be construed to be a commitment on the part of National Human Rights Commission (NHRC) to undertake the projects or entitle any tenderer to make any claim(s) incurred in preparing the pre-qualification documents.
