INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS FOR 2018 RECURRENT / CAPITAL PROJECTS OF THE NIGERIA POLICE FORCE
In compliance with the Due Process requirements for the certification of works and procurement of goods and services in Federal Government Ministries, Department and Agencies, the Nigeria Police Force invites competent contractors to apply for prequalification for consideration in tendering for Construction works, Rehabilitation works and the Procurement of Goods and Services in categories below (Lots 1-21).
B. THE SCOPE OF WORKS SHALL CONSIST OF THE FOLLOWING:
LOT 1: CONSTRUCTION/REHABILITATION (WORKS)
1 (a) CONSTRUCTION
Construction of residential /office accommodation and facilities in Police Formations and Training Institutions in all States of the federation
1 (b) Construction of specialized Police Operational Platforms
1 (c) Rehabilitation of residential office accommodation and facilities in Police Formations and Training Institutions in all States of the Federation
1 (d) Procurement and Construction Equipment
LOT 2: COMMUNICATIONS
2 (a) Procurement of Digital Communication Equipment such as Portable Radio, Repeater Stations, Base/Mobile Transceiver, Solar Power Backup and Inverter System, including provision of Communication Infrastructure in Police Formations and Commands.
2 (b) Procurement and Installation of PABX with 200 Extension lines including Consoles and Cabling in Police Formations and Commands.
PUBLIC RELATIONS & COMPLAINT RESOLUTION
2 (c) Procurement of Public Relations Equipment for Public Relations Unit at FHQ, Formations and States Command.
2 (d) Establishment of Police (FM) Radio Station.
2 (e) Procurement of Equipment for Resolution of Public Complaints against Police Activities.
LOT 3: AIR WINGS
Procurement of Workshop, Ground handling Equipment, Aircraft Spare parts, and Reactivation of Aircraft components.
LOT 4: MARINE
Procurement of Marine Workshop/Boat equipment and Personnel Protective Gears.
LOT 5: CANINE
Procurement of Dogs, Handling Equipment and Feeding Cost.
LOT 6: VETERINARY
Procurement of Veterinary Equipment/Upgrading of Veterinary Diagnosis Radiology, Equipping of Veterinary Dog Breeding Centre and feeding cost.
LOT 7: MOUNTED TROOP
Procurement of Police Horses, Mounted Troop Accessories & Feeding.
LOT 8: TRANSPORT
8 (a) Procurement of Patrol Vans with installed Communication Equipment configured to Police specification.
8 (b) Procurement of Operational Vehicles

8 (d) Procurement of Premium Motor Split (PMS) Petrol, Automotive Gas Oil (AGO) Diesel and Lubricants.
8 (e) Procurement of Motor Spare Parts.

Propagation and Procurement of Equipment/Workshop for Police Service Delivery Initiatives in Formations and Commands.
LOT 10: CLOTHING & ACCOUTREMENT
Procurement of Clothing and Accoutrement for the Nigeria Police Force.
LOT 11: INFO-TECH INFRASTRUCTURE
Procurement of InfoTech Equipment (including Hardware & Software applications).
LOT 12: RESEARCH & DEVELOPMENT
Procurement of Equipment/Workshop and Production of Police Annual Reports for Research & Development.
LOT 13: COMMUNITY POLICING
Procurement Tools for Community Policing Activities and Advocacy/Workshop.
LOT 14: EQUIPMENT AND FINANCIAL REFORMS
Procurement of Equipment for the implementation and operation of Public Sector Financial Reform in Police Finance Offices.
LOT 15: BAND
Procurement and Upgrade of Police Band Instrument and Accessories for Drill Training.
LOT 16: INSURANCE
16 (a) Procurement of Group Life Assurance Scheme Underwriters/Brokers,
16(b) Procurement of Group Personal Accident Scheme Underwriters/Brokers,
16 (d) Procurement of Property Insurance Scheme for Police Building and Marine Boats, for 2018 Policy year.
LOT 17: MEDICAL
17 (a) Procurement of Hospital Equipment and Consumables.
17(b) Health System Management Services.
LOT 18: PRINTING
Upgrade/Modernization of Police Press and Accessories.
LOT 19: PEACEKEEPING
19(a) Procurement of Personnel Deployment Equipment and Accessories, 19(b) Upgrade & Expansion of Peacekeeping Centre.
LOT 20: BOARD OF SURVEY & ENQUIRY
Auctioneers for disposal of Unserviceable items that are considered Beyond Economic Repairs (B.E.R.) and other Obsolete Metal Scraps at various Police Commands and formations by Public Auction.
LOT 21: TRAINING
21(a) Procurement of Teaching Aids for Training Institutions.
21(b) Upgrade of Training Equipment in Police Training Institutions.
21(c) Procurement of Educational Materials for Police Colleges and Training Institutions.
21(d) Procurement of Educational Learning Tools for Primary & Secondary Schools.
21(e) Upgrade of Laboratories in Primary & Secondary Schools.
C. PRE-QUALIFICATION REQUIREMENTS
Submission of Company Profile containing the following:
i) Evidence of Company Registration with Corporate Affairs Commission (CAC).
ii) Evidence of Company’s Current Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017).
iii) Evidence of Current Pension Clearance Certificate from PENCOM.
iv) Evidence of Compliance Certificate with the provision of Section 6(1)(3) of the amended Industrial Training Fund (ITF) Act No.19 of 2011.
v) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi) Evidence of Registration on the Database of Federal Contractors, Consultants and Service Providers by inclusion of the Interim Registration Report (IRR) valid certificate issued by BPP.
vii) Sworn affidavit disclosing whether or not any officer of the relevant committees of the NPF or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii) List of Key Personnel (Technical and Administrative) including photocopies of staff qualification and current slip.
ix) List of Plant and Equipment owned or to be hired with proof of ownership if owned.
x) Previous works successfully completed with letters of award and completion certificates attached.
xi) On-going works and their details including locations.
xii) Company’s Audited Accounts for the past three (3) yeas (2015, 2016 & 2017).
xiii) Auctioning License (Lot 20 only).
xiv) NAICOM Certificate (Lot 16 only).
xv) Evidence of direct Dealership with ASTRAA Manufacturer (Lot 2 only).
D. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Pre-qualification documents should be neatly packaged in a sealed envelope and marked at the top left-hand corner “Confidential Pre-qualification Document” stating the LOT and addressed to “The Secretary, Nigeria Police Procurement Planning Committee, Nigeria Police Force, Louis Edet House, Abuja. The sealed envelope should be deposited in the tender box provided for this purpose at Nigeria Police Department of Logistics.
& Supply (Works), Garki II opposite old Central Bank, Abuja not later than 12 noon on Thursday, 9th August, 2018. Bids will be opened at the same time and place immediately at the close of submission (12 noon 9/08/18).
E. PLEASE NOTE
This is NOT an Invitation to Tender. Notwithstanding, the submission of Pre-qualification information, the Nigeria Police is neither committed nor obliged to include any company’s name in any bid list or award any contract to any Company on the bid list.
There shall be no mobilization fees as any payment shall strictly be based on evaluation of work already done on site.
Force Headquarters Purchasing and Tenders Board reserves the right to reject any or all pre-qualification packages. This notice of ‘Invitation to Pre-qualify’ shall not be construed as commitment on the part of the Force Headquarters Purchasing & Tenders Board (FHPTB), nor shall it entitle any company to make claims whatsoever or seek any indemnity from the Nigeria Police.
