INVITATION OF TENDERS FOR YEAR 2018 CAPITAL PROJECTS
The Federal Government of Nigeria has provided funds in Y2018 Appropriation Act for the Ministry of Mines and Steel Development for the provision of Capital Projects under Goods, Works and Services in various locations nationwide. In line with the provision of the Public Procurement Act (PPA) 2007, the Ministry is inviting experience and competent Contractors/Suppliers to submit bids for the following projects.
LOT 1A: Provision of Office Equipment and Furniture for ASM State Offices and Headquarter
LOT 2A: Procurement of Field Monitoring Equipment and Distribution to Zonal and State Offices for Mining Environmental Compliance Department
LOT 3A: Procurement of Inspectorate Tools and Equipment for Regulatory Functions for Mines Inspectorate and Metallurgists (Nationwide)
LOT 4A: Procurement and Installation of Field and Safety Equipment for Inspectorate Activities (FCT)
LOT 5A: Develop Infrastructure and Promote Grass Roots Sport
LOT 6A: Purchase of Law Report and Electronic Library
LOT 7A: Procurement of Personal Protective Equipment Safety Kits for Miners
LOT 8A: Procurement of Professional Tools for Public Relations Unit
LOT 9A: Purchase of Identity Card Machine for the Production of Staff Identity Cards/Staff Verification Nationwide
LOT 10A: Printing of Exhibition and Customized Materials
LOT 11A: Procurement of Security Accessories and Firefighting Equipment
LOT 12A: Maintenance of IPPIS Centre
LOT 13A: Printing of Registration Forms, Distribution of Forms to Corporative, Verification and Applications, Collection and Assessment Report
LOT 14A: Acquisition and Configuration of Computer Systems for GIFMIS E-Revenue Collection Process for 36 States and FCT
LOT 1B: Establishment of Safer Mining Technique Center in Gold Bearing States (Osun, Kebbi, Kwara)
LOT 2B: Construction Work for 3 Reclamation Projects at Barkin Ladi and Rayfield in Plateau State and Zariage, Adavi LGA, Kogi State
4.0 ELIGIBILITY REQUIREMENTS
4.1 All submissions must be accompanied with the following documents:
i) Evidence of Certificate of Incorporation with Corporate Affairs Commission including form CAC2 and CAC7.
ii) Evidence of Current Tax Clearance Certificate for the last three (3) years (2014, 2015 and 2016) expiring on 31st December, 2018.
iii) Evidence of Current Pension Compliance Certificate valid till 31st December, 2018.
iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
vi) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) of the Bureau of Public Procurement (BPP) in respect of current Interim Registration Report (IRR) expiring 1st January, 2019 or valid Certificate issued by BPP.
vii) Sworn affidavit disclosing whether or not any officer of the relevant committees of Ministry of Mines and Steel Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii) Company’s Audited Accounts for the last three (3) years (2015, 2016 & 2017)
ix) Evidence of Company’s Financial capability to execute the project including Reference Letter from a reputable Bank indicating willingness to provide credit facility for the execution of the project when needed.
x) Company’s profile with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications e.g. COMEG, COREN, QSRBN, ARCON, CORBON (where applicable).
xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
xii) List of Plant/Equipment with proof of ownership/lease (where applicable)
xiii) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
xiv) The minimum average turnover to qualify for Lot 1B is N100 million, while that of Lot 2B is 500 million.
5.0 COLLECTION AND SUBMISSION OF TENDER DOCUMENTS
Prospective bidders should pay non-refundable tender fee of N10,000 per lot into the Ministry of Mines and Steel Development’s Remita Account in any Commercial Bank in Nigeria.
Thereafter, the bidder shall collect the tender documents from the office of the Director (Procurement); Block A, Room 207 of the Ministry, upon the presentation of evidence of payment of the tender fee.
Completed tender documents (Technical and Financial) in two (2) hard copies are to be submitted in two (2) sealed and separate envelopes clearly marked “TECHNICAL” & “FINANCIAL” bids and enclosed in 3rd larger envelope all labeled with the project name and the company’s name to the office of the Director (Procurement) Block A, 2nd Floor, Room 207 of the Ministry. Submission of Tender Documents closes by 12 noon on Thursday 9th August, 2018.
6.0 BID OPENING
Opening of bids will take place immediately after the close of submission at 12 noon on Thursday, 9th August, 2018 in the Honourable Minister’s Conference Room, Block B, 1st Floor, Luanda Crescent, Off Ademola Adetokunbo Crescent, Wuse II, Abuja. Only pre-qualified bidders will be invited at a later date for financial bids opening.
7.0 INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
The Ministry hereby invites Consultants with relevant experience to indicate their interest in the following Y2018 Capital Projects:
LOT C1: Research into Clean Coal Technology and Environment
LOT C2: Engage Consultant to organize Mineral Trade Events in the 6 Geopolitical Zones in Nigeria
LOT C3: Technical Capacity Building in the Mining and Metal Sector
LOT C4: Workshop/Seminars on Public Private Partnership
LOT C5: Mandatory Capacity Building for Ministerial SERVICOM Unit Staff
LOT C6: Provision of Extension Service on Artisanal Mining Techniques to Mining Artisans (Gombe, Edo, Ebonyi States)
LOT C7: Consultancy Services on Minerals Utilization and Value Chain System
LOT C8: Consultancy Services for Reclamation of High Risk Abandoned Mines Sites at BarkinLadi, LGA and Rayfield, Jos South LGA, Plateau State
LOT C9: Revalidation of Abandoned Miners Site Nationwide
LOT C10: Production of Journal and Annual Report
LOT C11: Formalization of Artisanal Miners and Registration on Private Mineral Buying Centres (6 Geo Political Zones)
LOT C12: Reduction/Elimination of Child Labour in Mining
7.0 SCOPE OF WORK FOR CONSULTANCY SERVICES
The scope of services is as contained in the Request for Proposals to be issued to pre-qualified Consultants.
8.0 QUALIFICATION REQUIREMENTS
Firm’s and Consultant’s registration with the relevant professional body.
9.0 SUBMISSION OF EOI DOCUMENTS
Expression of Interest (EoI) shall be submitted in two (2) hard copies (ORIGINAL & COPY) and one (1) soft copy for each Lot clearly marked, on or before 12 noon on Tuesday, July 17th 2018 to the office of Director (Procurement), Block A, Room 207 of the Ministry. Opening of the EOIs will take place immediately after the close of submission at 12 noon on Tuesday, July 17th 2018, in the Honourable Minister’s Conference Room, Block B, 1st Floor, Headquarters. Pre-qualified bidders will be invited at a later date for collection of Request for Proposals.
a) All CAC, PENCOM, ITF, NSITF and Tax Clearance Certificate submitted shall be referred to security and other relevant Agencies for Authentication.
b) Any bidder whose submission does not strictly adhere to the above Instructions will be disqualified.
c) This advertisement does not constitute a commitment or obligation on the part of the Ministry nor does it entitle any person to make any claim whatsoever from the Ministry for having responded to the advertisement.
d) The Ministry also reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability to the bidder.
