PENSION TRANSITIONAL ARRANGEMENT DIRECTORATE
INVITATION TO TENDER (TECHNICAL AND FINANCIAL) FOR THE EXECUTION OF THE UNDERLISTED PROJECTS
1.0 INTRODUCTION
The Pension Transitional Arrangement Directorate (PTAD) is desirous of executing projects approved under the 2018 Budget.
Accordingly, the Directorate invites qualified, interested and eligible Contractors/Consultants to tender for procurement of the following Goods and Consultancy Services:

Lot 1: Procurement of Office Stationery

Lot 2: Procurement of Office Equipment
Lot 3: Procurement of Office Furniture
Lot 4: Procurement of Computer Equipment
Lot 5: Procurement of Generators
CATEGORY B
Lot 1: Purchase and Installation of Stock Control Management Solution
Lot 2: Procurement of Disaster Recovery and Business Continuity Solution
Lot 3: Purchase and Installation of Enterprise Wide Risk Management Software
Lot 4: Purchase and Deployment of Microsoft Power Business Intelligence, Microsoft Office Suite 2016 Professional Plus Volume User License, Microsoft SQL Server 2014 Standard Edition
Lot 5: Purchase and Installation of Benefit Computation Software
Lot 6: Procurement and Implementation of Standard 1 (one) year Comprehensive Cisco Smart Net Total Care Service technical support for the following networking devices
• Cisco 2951 Router QTY 1 Unit
• Cisco 4507 R + E core switch QTY 2 Units
Lot 7: Procurement and Installation of Internet Service (Primary) link 20mbps
Lot 8: Procurement of Internet Service (Secondary) backup link 20mbps
CATEGORY C
Lot 1: Pensioner Biometric Database Cleaning and Valuation; and
Lot 2: Procurement of Facility Management Services for the Directorate’s Head Office
2.0 GENERAL CRITERIA
i) Certified True Copy of Certificate of Incorporation including Form CAC2 and CAC7;
ii) Certified True Copy of MEMART (Memorandum & Article of Association);
iii) Tax Clearance Certificate for the three years covering 2015, 2016 & 2017 valid till 31st December, 2018;
iv) Current Certificate of Compliance issued by the National Pension Commission valid till 31st December, 2018;
v) Current Certificate of Compliance issued by Industrial Training Fund (ITF) valid till 31st December, 2018;
vi) Current Certificate of Compliance issued by Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2018.
vii) Evidence of financial capability including Reference Letter from a reputable commercial bank;
viii) Certified True Copy of 3 years (2015, 2016 & 2017) Company Annual Returns submitted to Corporate Affairs Commission;
ix) 3 years (unabridged) Company Audited Annual Report (2014, 2015 & 2016) duly signed by a registered Auditor;
x) Comprehensive company profile indicating history, organizational structure, area of specialization, key competences;
xi) Full detail of Management team with CV of Key Personnel and Professional staff proposed to be deployed for relevant project;
xii) A Sworn Affidavit that:
a. The Firm and/Consortium is not in receivership, insolvent or bankrupt;
b. None of the Directors of the company has been convicted in any court for any criminal offence including fraud or financial impropriety;
c. No officer of Pension Transitional Arrangement Directorate or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the Company.
xiii) Evidence of corporate membership with relevant professional body(ies);
xiv) Summary list (with short description) supported with verifiable documentary evidence of similar and other jobs successfully executed within the last five (5) years in Nigeria. Such evidence shall be in the form of valid and verifiable letters of contract award, contract agreement and completion certificate;
xv) Company registered address, functional contact email address, telephone number(s);
xvi) Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) issued by Bureau of Public Procurement expiring 1st January, 2019; and
xvii) Evidence of registration, update and validation of corporate details with Federal Inland Revenue Service. (Print out the successful completion of the update and validation of corporate details from Federal Inland Revenue Service platform).
3.0 BID COLLECTION
Interested companies (bidders) are to collect the bidding document from the Procurement Unit upon payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) to Pension Transitional Arrangement Directorate (PTAD) Treasury Single Account (TSA) Number: 00205531961014 with Central Bank of Nigeria (CBN) through REMITA Payment Platform. A photocopy of the evidence of payment is to be presented for collection of the bidding document for each lot as from Monday, 25th June, 2018 between the hours of 9:00am and 5:00pm from Monday to Friday.
4.0 SUBMISSION OF TENDER DOCUMENTS
Completed bidding document should be enclosed in two separately sealed envelopes labeled “Technical” and “Financial” (one original and two duplicate) (2 envelopes system) both put in a bigger envelope clearly marked at the right hand corner indicating appropriate project title and lot number and name of bidder clearly written at the reverse side and addressed to:

Maitama, Abuja.
Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box on the Ground floor, reception area at the Head Office Building not later than Friday, 27th July 2018.
5.0 CLOSING AND OPENING OF BIDS
Submission of bids closes on Monday, 6th August, 2018 at 11:00am. The submissions will be opened immediately after the closing time at the same address above.
Bidders or their representatives, NGOs, Professional bodies and interested members of the public are invited to the Bid opening exercise
PLEASE NOTE:
i. Contravening any of the conditions in paragraph 2(i-xvii) will lead to disqualification of bid.
ii. This advertisement shall not be construed as a commitment on the part of PTAD to award contract to any Contractor, nor shall it entitle any Contractor submitting documents to claim any indemnity from PTAD.
iii. PTAD reserves the right to take decisions on any of the documents received.
iv. Each tender document should contain a table of contents and should be properly paginated.
