CUSTOMARY COURT OF APPEAL

INVITATION FOR 2018 PRE-QUALIFICATION EXERCISE
The Federal Capital Territory, Customary Court of Appeal, Abuja, in its efforts at quick dispensation of Justice in a conducive environment, invites experienced and competent contractors/suppliers to submit bids for its 2018 Fiscal budget Pre-qualification, under the following procurement Lots.
1.0 SCOPE OF WORK/SUPPLY
The Scope of the Procurement involve rehabilitation of Customary Court Buildings and Hon. Judges Residences, general supplies and procurement of motor vehicles/Assets insurance cover under the following lots:
CATEGORY A: WORKS
Lot 1: Rehabilitation /Repairs of Office and Residential Quarters of Judges.
CATEGORY B: GOODS
Lot 2: Supply of Law Books and Equipment
Lot 3: Supply of Office and Residential Furniture items
Lot 4: Supply of 300KVA Sound Proof Generator
CATEGORY C: INSURANCE SERVICES
Lot 5: Provision of Moto Vehicle and others Assets Insurance Policy cover
2.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 (Statement of share capital and return of allotment) and Form CAC7 (Particulars of persons who are first Directors of the Company).
b. Evidence of Company Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2018 (2015, 2016 and 2017).
c. Evidence of Current Pension Compliance Certificate valid till 31st December, 2018.
d. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) valid till 1st January, 2019 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant Committees of the Customary Court of Appeal, Abuja or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidding and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company Audited Accounts for the last three (3) years (2015, 2016 and 2017).
i. Evidence of Financial Capability to execute the project, including Reference letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic qualifications/Professional qualifications in case of Lot 1 (COREN, QSRBN, ARCON, CORBON etc.).
k. Verifiable documentary evidence of at least three (3) similar job executed in the last five (5) years including letter of Awards, Valuation Certificate, Job Completion Certificate.
l. List of Plant/Equipment with Proof of ownership/Lease (Lot 1).
m. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s letterhead paper, bearing among others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM no.) and e-mail address.
Note: The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
Prospective bidders are to submit their documents in a sealed envelope marked “2018 PRE-QUALIFICATION EXERCISE” with Lot Number boldly written for easy identification.
The reverse side of each sealed envelope should have their Name and address of the bidder and should be hand-delivered on or before Monday 16th July, 2018 by 12:00 noon to the office of:

4.0 BID OPENING
The Pre-qualification document will be opened immediately after the deadline and time for submission (Monday 16th, July, 2018 by 12:00 noon) in the open Court Hall 2, Customary Court of Appeal, Head Quarters, Utako District, Abuja.
5.0 GENERAL INFORMATION
a. Bid must be in English Language and signed by an official, authorized by the bidder;
b. Bids submitted after the deadline and time would be returned un-opened;
c. Bidders are not allowed to bid for more than two (2) Lots;
d. All costs will be borne by the bidders;
e. All Pre-qualified bidders will be contacted at a later date for issuance of Financial Bid document on payment of non-refundable tender fee of N10,000.00 per lot;
f. The Customary Court of Appeal, Abuja is not bound to pre-qualify any bidder, and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the 2007 Public Procurement Act.
