1.0 In compliance with the Provision of the Public Procurement Act 2007, the Public Service Institute of Nigeria (PSIN) pursuant to its mandate of manpower development is desirous to undertake the Pre-qualification of various service providers as related to the Institute’s Mandate under manpower development Programmes and procurement of some projects under the 2017 and 2018 capital Budget.
Interested competent and reputable contractors and service providers are by this advertisement invited to bid for the following as appropriate.

2.0 TENDER REQUIREMENTS
2.1 Intending Individual consultant/Resource Person must possess the following Mandatory Requirements:
i. Current personal Tax Certificate for 2015, 2016 and 2017;
ii. Verifiable evidence of at least a Master’s Degree from any recognized University;
iii. Verifiable Curriculum Vitae;
iv. Verifiable evidence of experience in resource provision; and
v. Proof of knowledge in the area of specialization.
2.1 Intending Consultant Organization and facility Concession must possess the following Mandatory Requirements:
i. Evidence of Registration with the Corporate Affairs Commission (CAC);
ii. Satisfactory Evidence of Tax Payment by inclusion of 3 years Tax clearance Certificates 2015, 2016 & 2017;
iii. Evidence of PENCOM Compliance Certificate expiring by December 2018;
iv. Evidence of compliance with Industrial Training Fund (ITF) by inclusion of ITF Certificate expiring by 2018;
v. Evidence of compliance with National Social Insurance Trust Fund (NSITF) by inclusion of Compliance Certificate expiring by December 2018;
vi. Evidence of company registration with professional bodies e.g. CMD, IMN etc. (applicable to training consultants only);
vii. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by inclusion of current Interim Registration Report (IRR) issued by Bureau of Public Procurement (BPP); and
viii. Accompanying Letter done on company letter headed paper must bear company RC number, names of Directors and their personal phone numbers.
2.3 Intending Catering service provider and Supplier must possess the following Mandatory Requirements:
i. Evidence of Registration with the Corporate Affairs Commission (CAC);
ii. Satisfactory Evidence of Tax Payment by inclusion of 3 years Tax clearance Certificates 2015, 2016 & 2017;
iii. Evidence of PENCOM Compliance Certificate expiring by December 2018;
iv. Evidence of compliance with Industrial Training Fund (ITF) by inclusion of ITF Certificate expiring by 2018;
v. Evidence of compliance with National Social Insurance Trust Fund (NSITF) by inclusion of Compliance Certificate expiring by December 2018;
vi. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by inclusion of current Interim Registration Report (IRR) issued by Bureau of Public Procurement (BPP); and
vii. Accompanying Letter done on company letter headed paper must bear company RC number, names of Directors and their personal phone numbers.
2.4 Additional Information:
i. Company Profile and evidence of technical qualification of key personnel, registered address, e-mail and telephone numbers;
ii. Audited Account for the last three years 2015, 2016 & 2017;
iii. Verifiable previous experience of three (3) years similar jobs executed in the last five (5) years – attach letter of award and completion Certificate or store receipt voucher (SRV) /stock verification Certificate(SVC);
iv. Evidence of financial capability and support from a reputable bank; and
v. Sworn affidavit of disclosure that the company is not in receivership, insolvent or bankrupt and no staff of (PSIN) or (BPP) has a pecuniary interest in the company.
3.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Intending Consultant and Concession (Categories A and D) are to express their interest by submitting three copies of Expression of Interest (EOI) sealed in one envelope and addressed to the Secretary, Parastatal Tenders Board, Public Service Institute of Nigeria, Dutse Junction, Kubwa Expressway, Abuja. Tender shall be submitted at Procurement Unit Room 021 Ground Floor on or before 12:00 noon, Monday 19th March, 2018.
Opening of EOI commences shortly after closure of submission. Bidders or their representatives, NGOs, Professional bodies and interested members of the public are hereby invited to the Bid opening exercise. Note that there is no tender document collection until after shortlisting.
4.0 TENDER COLLECTION
Intending contractors for categories B and C are to collect Tender documents from the Procurement Unit Room 021 Ground Floor, Public Service Institute of Nigeria, Dutse Junction, Kubwa Expressway Abuja, upon the payment of non-refundable Tender Fees of Ten Thousand Naira (N10,000.00) only, through the Institute’s Remita Account as from Monday 5th March, 2018.
5.0 SUBMISSION OF TENDER DOCUMENTS
Completed Technical (3) copies of each one original and two duplicate be sealed in two separate envelopes clearly stated “Technical” and “Financial Bid both envelopes shall be sealed in a bigger envelope clearly marked at the right hand corner indicating appropriate project title and the name of bidder written at the reverse side and addressed to the Secretary, Parastatal Tenders Board, Public Service Institute of Nigeria, Dutse Junction, Kubwa Expressway Abuja. Tender shall be submitted at Procurement Unit Room 021 Ground Floor.
6.0 CLOSING DATE/BID OPENING
Submission of bids for categories B and C shall close on Monday, 16th April, 2018 by 12 noon. Opening of the bids commences after the closure of submission immediately at the Institute’s Conference Room. Bidders or their representatives, NGOs, Professional bodies and interested members of the public are hereby invited to the Bid opening exercise.
7.0 IMPORTANT INFORMATION: Please Note
i. Any submission of documents after the 12:00 noon deadline of Monday 16th April, 2018 will not be entertained;
ii. PSIN reserves the right to verify the authenticity of documents submitted by bidders;
iii. The PSIN reserves the right to invoke the provision of Section 28 of the Public Procurement Act 2007 without incurring any liability to the bidder; and
iv. This advertisement shall not be construed as a commitment on the part of PSIN nor shall it entitle potential contractors to make any claim(s) whatsoever or to seek any indemnity from the Institute by value of such company having responded to the Advertisements.
