INVITATION TO TENDER FOR TERTIARY EDUCATION TRUST FUND (TETFUND) LIBRARY DEVELOPMENT INTERVENTION (2016)
The Federal Government of Nigeria has allocated Funds through Tertiary Intervention Trust Fund (TETFund) Library Development Intervention 2016 to Federal University Gusau for the Supplies of Books and other Library items towards achieving the mandate of the University. The University therefore invites interested, competent and reputable companies for the following project.
2.0 SCOPE OF SUPPLIES: LIBRARY DEVELOPMENT
Project Description: Procurement of various Titles Books and Journals for various Facilities, EBSCO Subscription, OPTIX RTN 900 Integrated MTS, Supply of Computers with accessories, Network Mass 40M Galvanized Class “C” Pipe etc.
Location: Federal University Gusau, Main Campus, Zamfara State.
The University in compliance with PPA, 2007 and Bureau of Public Procurement (BPP) guideline will carry out technical and Financial bid for interested companies who respond to this advert based on the following requirements.
4.0 MANDATORY REQUIREMENTS
a) Evidence of registration with Corporate Affairs Commission (CAC);
b) Evidence of Company’s Current Tax Clearance Certificate for the last three (3) years (2014, 2015 & 2016);
c) Evidence of current Certificate of Compliance by National Pension Commission (PENCOM) amended PenCom Reform Act 2017;
d) Evidence of current certificate of compliance by Industrial Training Fund in line with the provision of ITF Act, 2005;
e) Evidence of current registration with Bureau of Public Procurement (BPP) by attaching the Interim Registration Report (IRR) as provided in Part II Section 5(h) of PPA 2007;
f) Evidence of current certificate of compliance by Nigerian Social Insurance Trust Fund (NSITF) Act. 2010;
4.2 OTHER REQUIREMENTS
g) Unabridged Company Audited Report for the immediate past three (3) years;
h) Evidence of company Annual returns to CAC for the immediate past three (3) years;
i) A sworn Affidavit that no Partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both GENUINE AND UP-TO-DATE;
j) A sworn Affidavit disclosing whether or not any officer of FUGUS, TETFund or BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
k) Evidence of access to or availability of credit facilities certified by the Bankers, equivalent of Twenty (20) million naira minimum amount of Liquid Assets net of other contractual commitment;
l) A statement indicating that the company does not at the time of this bid have any existing loan or financial liability with a bank; other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last three months;
m) Evidence that bidders have the requisite equipment to execute the project of this nature and complexity or evidence of lease agreement with third party for the construction;
n) Experience as a contractor on at least three (3) projects of similar nature and complexity comparable to the works or supply under consideration within the last five (5) years (copies of letters of award/certificates of completion to be attached);
o) Company profile with CVs of key professionals including photocopies of relevant academic and professional certifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory professional bodies (e.g. ARCON, COREN, and QSRBN).
5.0 SUBMISSION /COLLECTION OF TECHNICAL AND FINANCIAL BID DOCUMENTS/OPENING
Collection of bid from Secretary Tenders Board upon the presentation of evidence of payment of non-refundable fee of Ten Thousand Naira (N10,000.00) through remitta, account name: Federal University Gusau.
Bidders are requested to submit their documents to the Secretary Tenders Board, Federal University Gusau, Technical and Financial documents must be submitted on or before 12:00pm of 16th April, 2018 the date and time of the opening, in sealed two envelopes clearly marked for each the ‘Technical and Financial’ at the top right hand corner and on the reversed side of the envelope, Company Name, Telephone Number and Mailing Address of the bidding entity should be clearly stated. All submissions should be sent to the address indicated below:

Companies or their representatives, civil societies, NGOs, Professional Bodies and members of the general public are invited to witness the opening exercise.
6.0 ADDITIONAL INFORMATION
i) The University may verify any or all claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
ii) Bidders who have worked for the University and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not to apply;
iii) All submission pages must be duly initialized by the company;
iv) Two (2) hard copies (Financial and Technical) and one (1) soft copy of profiles are to be submitted; and
v) Non-compliance to the instructions will lead to disqualification;
vi) Submission must be made only in English Language.
