INVITATION FOR EXPRESSION OF INTEREST (EOI) NO.03/2017
The Federal Government of Nigeria has provided funds in the 2017 Appropriation for the Federal Ministry of Agriculture and Rural Development (FMA&RD). The Ministry, in pursuance of the Federal Government’s Agricultural policies aimed at improving the lives of ordinary Nigerians, desires to utilize part of the funds to procure Services under the Nigeria Agricultural Quarantine Service (NAQS). The NAQS is saddled with the statutory responsibility for the prevention of the entry, spread and establishment of pests, diseases and contaminants of plants, animals and aquatic resources and their products in and out of Nigeria, thereby facilitating international trade. To this end, experienced and reputable Consultants/Service Providers are hereby invited to express interest for the provision of the underlisted Services.

2.0 ELIGIBILITY REQUIREMENTS
Interested and competent Service Providers/Consultants wishing to carry out any of the services above are required to submit the following documents in their Expression of Interest (EoIs) which will be subjected to verification and due diligence by the Ministry:
A. Mandatory /Responsive Requirements: Failure to fulfill any of the under-listed requirements will render a bid disqualified:
i) Evidence of Certificate of Incorporation/Registration with the Corporate Affairs Commission (CAC) including Forms C02 and C07.
ii) Evidence of current Tax Clearance Certificate for the last three (3) years ending December 2017.
iii) Evidence of current Certificate of Compliance by the National Pension Commission (PENCOM) in line with the Pension Reform Act, 2014 (as amended).
iv) Evidence of current Certificate of Compliance by the Industrial Training Fund (ITF) in line with the amended Industrial Training Fund Act, 2011.
v) Evidence of current Certificate of Compliance with the Employees Compensation Act which requires that all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund (NSITF).
vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) or valid certificate issued by the Bureau of Public Procurement (BPP).
vii) A sworn affidavit stating that none of the Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; and
viii) A sworn affidavit disclosing whether or not any officer of FMA&RD or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
B. Evaluation Requirements: Bids that fulfill all the requirements listed in 2A above, shall further be subjected to Technical Evaluation based on the under-listed requirements and only bids that were adjusted to be technically competent and meet the minimum qualifying score will be qualified for participation at the financial tender stage:
i) Evidence of financial capability supported with Bank Statement and Commitment from a reputable Bank;
ii) Detailed Company’s profile with Curriculum Vitae of Key Officers/Professional Personnel including photocopies of relevant Professional/Technical Certificate Qualifications.
iii) Unabridged Company’s Audited Annual Report for the immediate past three (3) years, 2014, 2015 & 2016.
iv) Verifiable evidence (photocopies of Letters of Award and Completion Certificates) of successful completion of similar jobs done in the last three (3) years.
v) Evidence of registration with relevant professional bodies.
vi) Company’s previous Contribution to Local Content Development and Proposed Contribution to the Local Community in the execution of the project under consideration.
2.1 Interested and eligible bidders may obtain further information from the Procurement Department between 9:00am to 3:30pm (Mondays – Fridays) except public holidays at the following address:

3.0 SUBMISSION OF EXPRESSION OF INTEREST
Interested Consultants shall submit one (1) original and one (1) copy of their Expression of Interest (EoI) with the Project Category, Title and Lot No. clearly written at the front top right corner of the envelope with the Company Name written behind and addressed to the Permanent Secretary, Federal Ministry of Agriculture and Rural Development, FCDA Complex, Area 11, Garki – Abuja and deposited in the Tender Box at the address in 2.1 above on or before 12 noon on Monday, 19th March, 2018.
4.0 PUBLIC OPENING
Expression of Interest (EoI) will be publicly opened immediately after the deadline for the submission of documents by 12 noon on Monday, 19th March, 2018, at the Conference Hall of the Federal Ministry of Agriculture and Rural Development, FCDA Complex, Area 11, Garki – Abuja, in the presence of bidders representatives, relevant Professional bodies, Non-Governmental Organizations and interested member of the public. Only Shortlisted /Prequalified bidders will be invited to collect tender document upon payment non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only per Lot to the Treasury Single Account (TSA).
5.0 GENERAL INFORMATION
Interested bidders and the general public are invited to note that:
• Consultants/Service Providers who have worked for the Ministry and have history of poor performance need not to apply as they will be disqualified.
• Companies and Bidders shall not apply for more than one (1) Lot.
• Further details based on the Terms of Reference for these Services are as specified in the Request for Proposals (RFP) and each shall be evaluated and awarded as a separate Lot/Project.
• All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company’s or Firm’s letter head paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Telephone Numbers, valid e-mail address and official Company/Firm’s address;
• The Letter Head Paper must bear the Name and Nationalities of the Directors of the Company/Firm at the bottom of the page;
• All Tender Documents must be properly packaged in line with Paragraph 3.0 of the advertisement;
• Non-compliance with the Conditions stated therein will lead to automatic disqualification of a bidder from the bidding process;
• The Ministry will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry; and
• The Ministry is not bound to award contract(s) to any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
